AN ORDINANCE REPEALING ORDINANCE O‑09-11-AND PROVIDING FOR THE COUNCIL OF THE CITY OF CORTLAND, OHIO TO SET POLICY FOR BENEFITS AND WAGES FOR THE CLERK OF COUNCIL AND DECLARING AN EMERGENCY.
WHEREAS, it is necessary to adjust and set policy for salary and benefits paid the Clerk of Council of the City of Cortland, Ohio; and
WHEREAS, the following is subject to set policy, namely:

BE IT ORDAINED BY THE COUNCIL OF THE CITY OF CORTLAND, OHIO:
Section 1. That the Council of the City of Cortland does hereby approve the wage of $21.85 per hour effective July 1, 2011; wage of $22.07 per hour effective 07/01/12; and a wage of $22.51 per hour effective 07/01/13. The employer will pay 10% of the base rate plus longevity times 1664 hours in a lump sum fringe benefit payment.
Section 2. The office hours for said position shall be 64 hours per pay period. If the work schedule requires work beyond the 64 hours per pay period, said Clerk of Council shall receive compensatory time off at one and one-half hours for each hour worked beyond the normal schedule, to be taken within 60 days from said pay period.
Section 3. Benefits extended to the Clerk of Council hereunder shall be in accordance with the currently approved OCSEA Agreement, however, said benefits shall include and be limited to the following benefits only: sick leave, personal leave, bereavement leave, sick leave bonus, service connected disability, jury duty, leave without pay, hospitalization, life insurance, longevity, vacation, paid holidays, health insurance incentive and drug free work place.
Section 4. Written formal evaluation shall be performed annually by the President of Council.
Section 5. That these amendments shall take effect and be in full force and effect until June 30, 2014.
Section 6. All ordinances and parts of ordinances contrary to the provisions of this Ordinance shall be and the same is hereby repealed.
Section 7. This Ordinance having the procedural rules suspended shall take effect immediately to insure proper staffing that will guarantee that the business of council will continue without interruption, which is in the best interests of the welfare of the residents of the City of Cortland.
