The Council of the City of Cortland met in regular session  on Monday, December 19, 2011 at 7:00 p.m. with Council President Stocz presiding.  Members present were,  Dennis Linville, Deidre Petrosky, Kevin Piros, Diana Sweeney,  Terry Tackett and James Woofter.  Also present at the meeting were Mayor Moll, Law Director Wilson, Service Director Wittman, Finance Director Moyer and Fire Chief Novakovich.

 

A motion to approve council minutes from the Dec. 5, 2011 meeting was made by Councilman Piros and seconded by Councilman Linville.  ROLL CALL -  Woofter, aye;  Linville, aye; Petrosky, abstain; Piros, aye; Stocz, aye; Sweeney, abstain, Tackett, aye.  MOTION PASSED

 

A motion to approve the schedule of bills to be paid totaling $ 151,922.78 was made by Councilman Woofter and seconded by Councilman Piros.  ROLL CALL -  Piros, aye; Stocz, aye; Sweeney, aye; Tackett, aye; Woofter, aye; Linville, aye; Petrosky, aye.  MOTION PASSED

 

MAYOR -  At this point I would like to take over the meeting based on a conflict of interest.

 

RESOLUTION R-38-11 -  a resolution providing for the Council of the City of Cortland to commend Diana D. Sweeney for her 20 years of dedicated service as a Councilmember, Vice President of Council and President of Council was read and moved by Councilwoman Petrosky and seconded by Councilman Tackett.

 

MAYOR -  I am going to deviate from our normal practices and I am going to read this in its entirety.

 

WHEREAS,  Diana D. Sweeney has serviced the City of Cortland as a Councilwoman from 1992 thru 2011; Vice President of Council from 1994 thru 1999 and 2010 thru 2011; and President of Council 2000 thru 2005; and,

WHEREAS,  Diana D. Sweeney has been a tireless servant of  Cortland for 20 years, protecting the City’s financial condition and providing strategic guidance to the municipality; and,

WHEREAS,  Diana D.  Sweeney has demonstrated loyalty to the City, and honesty in all of her actions; and,

WHEREAS,  Diana D. Sweeney has remained extremely active and informed member of the Council which fostered her unceasing drive to make the best, and sometimes extremely difficult decisions on behalf of the citizens of Cortland; and,

NOW, THEREFORE:  BE IT RESOLVED BY THE COUNCIL OF THE CITY OF CORTLAND, OHIO:

Section 1.    That the Council of the City of Cortland, does on its own behalf, and on behalf of the residents of the City of Cortland commend Diana D. Sweeney for her 20 years of loyal and dedicated service to the City.

PRESIDENT STOCZ -  I would just to take a moment to say thanks.  First I would like to thank the community for the tremendous support they have shown by returning me to office on four occasions after they were gracious enough to elect me in the first place.  I appreciate that kind of support and loyalty and I commend the voters for that.  Next I would like to thank all Councilmembers and our Mayor for the co-operation and the willingness to discuss matters that were sometimes challenging and sometimes they were hard to reach but we worked hard at it and I appreciate the co-operation and the effectiveness of our city council.  I have had the privilege and honor of working with some very, very good people and you are looking at six of them up here right now.  It has made my enjoyable as well as rewarding.  I would like to thank our Law Director who has been very effective in handling the legal matters for the city and we are very fortunate to have him with us.   I would like to thank all the Directors and that would include Fran Moyer on her outstanding job as Finance Director.  Our Service Director, Don Wittman also very capable in his job and he wears about seven different hats but that is ok because they all fit.  That takes us to Fire Chief Bill Novakovich, quarrelsome at times but rather easy to get along with.  We do have a Police Chief and I thank Gary for his service and Gary has not been with us for a while and we appreciate Tom being active and being with us.  Certainly last but no least I would like to thank Donna Lyden the Clerk of Council who without her help I am sure I would have fumbled through about six years as President and people would have been scratching their heads and says what is that dummy doing up there.  Thanks to her she kept me straight and she has a tendency to do that and I thank you Donna.

CLERK OF COUNCIL -  And I thank both of you, it was my pleasure believe me and I enjoyed it.

PRESIDENT STOCZ -  I want to wish Council and the Mayor and everyone associated with the City best of luck and continued success and you are doing a great job.

MAYOR – Thank you very much and I want to personally thank both of you for your service and you have been very supportive.

FIRE CHIEF -  I want to on behalf of the Fire Department to thank both of you for the years of service and the dedication you have had to the Fire Department.  Looking at the dates 1992, in 1994 we started the beginning of the formation of our Fire Dept.  In 1995 we went to a city department.  I would assume that you two being the

two new people you got stuck being on the fire committee.  I remember keeping you both on the phone for hours but I think we can look back now and look at the Fire Dept. we do have.  I am very proud of it and I am sure you are.  It is because of you two and the fire dept. members that it has been such a success. I want to thank you very much.

MAYOR’S APPOINTMENTS

MAYOR -  You all received a letter  which is typical of what I do this time of the year.  I have some re-appointments  Bill Sasse, Dave Christner, Gene Francisco and Jim Franks to the same Boards that they were on before.  All are five year terms except Jim’s which is a six year term.  In addition to that because of the election of Mr. Rowley to Council we had an opening on the Planning & Zoning Commission and I had a volunteer Sally Lane who I feel will be a significant addition to that Board.  I added her to the list and she has agreed to serve on the Planning & Zoning Board for the remainder of Scott’s term which will end in 2015.  I am asking your approval on those appointments.

FINANCE DIRECTOR’S REPORT

FINANCE DIRECTOR -  What you passed tonight should be the final appropriations for this year.  There will be a list of bills that will go through the beginning of January after we have recessed this meeting and that should finish everything for this year.  I would like to add that I started here one year after Diana and Frank came here so I have had the honor and privilege of serving 19 years here with them and I have to say it has been and honor and privilege to serve with both of you and you will be missed.

 

POLICE CHIEF’S REPORT

OFFICER ANDERSON -  I believe you received our executive report for this month.  Nothing else to offer from the police dept. other than we would also like to offer you congratulations on your retirement.   It has been fun and productive working with both of you over the 20 years.  I will entertain any questions of the police department.

 

FIRE CHIEF’S REPORT

FIRE CHIEF -  I am thinking my report was right there with Tom’s report.

 

SERVICE DIRECTOR’S REPORT

SERVICE DIRECTOR -  My monthly report was included in your packets.  I will entertain any questions at this time.

 

MAYOR -   I want to say something about the efforts of the service department.  We had a significant water break this month at Willow Park.  There was a lot of preparation for the repair process.  The guys worked out plans with the vendors involved .  The main feed to the tower resulted in our having pumps running as the only supply of water for about a 8 hour period.  We anticipated a city wide boil alert for a day and a half and they did it without the boil alert.  I just want to say they did a wonderful job.  I appreciate not having to get in front of the TV cameras.  It was a significant problem and it has been repaired and new valves are in place that will allow us to isolate a little better in the future.  A very commendable job.

FLO HUTTON     -  I would like to say Diana and Frank is has been a pleasure for you two to be on council and I have had a lot of conversations with and you have never failed to answer my phone calls and that means a lot to the citizens of Cortland and that means a lot.

 

PRESIDENT STOCZ -  I would be remiss if I didn’t officially welcome our two new council people, Jim Edwards and Scott Rowley.  I want to wish you the very, very best and I am sure you will make your contribution felt.  It is very nice having you here.
