COUNCILMAN WOOFTER -Why is this in emergency?

SERVICE DIRECTOR -It is a quote that is only good for 30 days so we need to pass this in order to obtain this price.

MAYOR -And we need to get the courts ready for the high school.

SERVICE DIRECTOR -And there is a timing issue to have it completed with good weather so it can cure.Last time we did it in 2004 and we waited until fall and it did not dry under optimal conditions and the best time to do it is when the heat index is at its peak.

COUNCILMAN TACKETT -Will the courts be closed down for any lengthof time?

MAYOR -Two weeks?

SERVICE DIRECTOR -I am not sure. The time it takes to cure can be any where from a week from the time they start prepping for the paving.

MAYOR -That was one of the concerns we wanted to make sure that it was ready for the high school tennis season.

COUNCILMAN TACKETT -Do we have a plan where we can block it off and nobody can get into it?

SERVICE DIRECTOR -We can post signs and lock gates but we all know how well that works.

COUNCILMAN PIROS -How long will it be?

††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††† June 20, 2011

SERVICE DIRECTOR -Probably a week or so.When I line it up I will get an answer from the contractor.

MAYOR -It would be nice to post it a couple of weeks before we do it.

COUNCILMAN PIROS -Can you communicate that with the school and let them know.

MAYOR -They were at the Parks Board meeting.

SERVICE DIRECTOR -Basically we are working around the schoolís schedule.

MAYORíS REPORT

MAYOR -First of all I would like to say we had a very successful Soap Box Derby.I thought it was a great event for the city.We had a lot of co-operation, the Police Dept. and Fire Dept. were out there in force which is always good to see and they were involved. Also the Rotary made a donation so they could race me.I would like to thank all the sponsors. We hada lot of Cortland based sponsors. There was a good attendance and I believe they will be back.

The only other thing, is the Street Fair is this week.We will close Main St. for a couple of days. That is all I have.

FINANCE DIRECTORíS REPORT

FINANCE DIRECTOR -You all received the monthly report.I have nothing in addition to that unless there are any questions.

POLICE CHIEFíS REPORT

OFFICER MORRIS -I believe you have our report in your packet.I have nothing else to report.Personally I want to thank you for a very fair contract for the officers.I appreciate it.

FIRE CHIEFíS REPORT

FIRE CHIEF -I am sure you received your monthly report. If there are any questions I will gladly field them for you.In addition, as the Mayor had stated, the Soap Box Derby went over very well.We had to order more ice packs, we did go through quite a few of those. With Street Fair coming up, we tend to get very busy this time of year, so I think we will be ready. If there are any questions I will be glad to address them.

COUNCILMAN LINVILLE -Do we still have responsibility for the lake and drowning victims?I havenít heard anything about that for years.Do we still get involved with that?

††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††† June 20, 2011

FIRE CHIEF -We have a limited responsibility. We will get called out on each of the calls but our responsibility is backing them up with EMS personnel. They have the equipment for rescue or recovery and we will add the EMS component. We have training with them and have utilized them and will offer personnel as a backup if they need it but our primary responsibility is EMS backup.

MAYOR -Do we have the suits?

FIRE CHIEF -No, but the suits are available.

SERVICE DIRECTORíS REPORT

SERVICE DIRECTOR -You received the monthly report in your packet which includes things from the month of May.I would like to report that we have caught up on all of our grass mowing throughout the city. There are a few others, one on Main St. that we are going to get cut before street fair. There are a couple that I have been working with and notifying property maintenance companies that have come in on these foreclosed homes but the bank is in possession but they are vacated.I am trying to work with them because they have gone out for bid for grass mowing and they will be getting to it but I still donít have a party that I can get an effective service on.If any of you people are getting questions about high grass have them call my office and we can update them on the status of each property.

MAYOR The property you are talking about on Main St., is it at the corner of Grove and Main?

SERVICE DIRECTOR -Yes.I found out today that both are owned by the same person, the neighboris mowing the one that is not on the corner. The corner one is being left go.

The storage tank, an update and we have a long time getting that online, being that the street fair is in a new zone and operation is going to change we are going to delay bringing the tank online until after street fair.We could hurry up and get it done this week but the new chlorine feed pumps are working well so we are ready to go.We can feed chemicals into the system under the new pressure. That was the delay up to this point.

MAYOR -So we will be ready to go Monday.

SERVICE DIRECTOR -Monday, we are going to start turning valves off and on and be ready to go.

COUNCILMAN PIROS -Is there any ceremony?

SERVICE DIRECTOR -Anyone walking around with a camera and wants to get a picture of me walking around with my fingers crossed, by all means do so.

COUNCILMAN PIROS -So if they have any questions, have them call city hall on Monday and you can tell them about what time if they want to show up.

SERVICE DIRECTOR -We have talked about it and I am not going to try and get a photo op, there is going to be enough things going on.I am going to be a little busy.

††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††† June 20, 2011

MAYOR -Because we have the pressure reduction valve we have to make sure we donít cut the old part of town off from water.

SERVICE DIRECTOR -We could do a city wide water outage for about 5 minutes and then wait for someone to turn a valve.I would rather have everyone have water throughout theprocess.

PRESIDENT STOCZ -I am kind of surprised that we donít have media coverage with you breaking an expensive bottle of champagne against the water tower.

SERVICE DIRECTOR -Maybe we can do that when the water overflows the tank.

Just a couple of other updates.Stahl improvements are set to start June 27th.The sanitary sewer was televised over in the area of Tournament Tr. and nothing out of the ordinary was discovered. We will still continue to investigate the area but nothing out of the ordinary was discovered. In addition, street striping quotes as well as bid opening for asphalt resurfacing program will be received this week.†† Expect to have those in ordinance form next meeting in emergency.

PRESIDENT STOCZ -I was going to ask you about the street striping.

SERVICE DIRECTOR -I think Fowler needs it pretty bad.

NO COMMITTEE REPORTS

COUNCILWOMAN PETROSKY -Jim, I didnít realize that you werenít there in executive session when we were discussing and I apologize for biting your head off.

COUNCILMAN WOOFTER -Frank, I would like to say on the 4th of July fireworks will be going off as planned. The gates will open at 9:00 p.m. at the high school.People can sit on the west side of the bleachers or bringchairs or blankets to sit on.The fire works will go off at 10:00 p.m.We have the fire and police lined up.Has the gentleman come in for the permits yet?

FIRE CHIEF -I have been in contact with him by phone.Towards the end of this week he is to stop in.

COUNCILMAN WOOFTER Ė We are still a couple of volunteers short. We need some guards for the fenced in area around the soccer fields and baseball fields and there is nobody permitted in there because that is where they set off the fireworks off.I am a couple people short and other than that we are set to go.I had a comment from Dave of the Parks Board about the Athletic Boosters might be doing refreshments.

FIRE CHIEF -It is my understanding that it was brought to their attention.I know the president of the Boosters is going to be out of town during that time period. I believe they are.

COUNCILMAN WOOFTER -There maybe refreshments there.I think they want to do it as a fund raiser.

††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††††† June 20, 2011

MAYOR -We did get preliminary designs for the website from cboss on Friday.I passed that on to the communications committee. We are looking at that and making some adjustments if necessary.

PRESIDENT STOCZ -I would like to thank Fran and Pat very much forthe excellent job they did with negotiations this year.I think all three departments were very satisfied.I would just like to thank both of them for their fine work.

PRESIDENT STOCZ -Is there anyone in the audience who would like to question council?

MRS. CLARK -Don, could you give my a copy for my insurance company?

SERVICE DIRECTOR -†† I will get something back to you.

A motion to adjourn the meeting was made by Councilman Woofter and seconded by Councilman Piros.ROLL CALL -Piros, aye; Stocz, aye; Sweeney, aye; Tackett, aye; Woofter, aye; Linville, aye; Petrosky, aye.MOTION PASSED
