The Council of the City of Cortland met in regular session on Monday, Jan. 3, 2011 at 7:00 p.m. with Council President Stocz presiding. Members of Council present were, Dennis Linville, Deidre Petrosky, Kevin Piros, Diana Sweeney, Terry Tackett and James Woofter. Also present at the meeting were Mayor Moll, Law Director Wilson and Finance Director Moyer
- a resolution authorizing the
adoption of same rules and regulations as in the past based upon Robert's Rules
of Order was read and moved by
Councilman Woofter and seconded by

RESOLUTION R-02-11 - a resolution authorizing the Clerk of Council of the City of Cortland, Ohio to advertise for sealed bids for regular and premium grade of gasoline and oil for both bulk and pump rates for use in the City vehicles of the City of Cortland, Ohio was read and moved by Councilman Piros and seconded by Councilman Linville.
MAYOR - We have done this every year and have been very unsuccessful. I will say I have been going to the county joint effort which is being sponsored by the regional chamber. One of the things is the county has started buying bulk gas through State Purchasing through a broker that gives them the best price from one of three regions. Supposedly they are saving a considerable amount of money. We don't have bulk storage here at this time except a very small tank at the service garage. The county does have bulk storage at their garage south of town but they do not have any kind of metering device in order for us to pay for what we use. I have talked to David DeChristafaro and he said they are going to look at putting in some kind of a card system down there which might allow us to purchase our gas through them and save us some money. How available it is going to be, like the police needing gas during the night, I can't answer those questions right now.
COUNCILMAN TACKETT - Currently we get pretty much of our gas from Ainsley on the corner.
MAYOR - We get gas from the Sunoco station on the corner and also diesel fuel from Ainsley Oil.
COUNCILMAN TACKETT - At one time didn't we get gas from Ainsley Oil Co.?
MAYOR - We get diesel fuel there but regular gas not there. This was to let you know that something else was going on with this topic.

ORDINANCE 0-01-11 - an ordinance providing for the Council of the City of Cortland, Ohio to appropriate funds for the operation of the various funds of the City of Cortland, Ohio and its political subdivisions was read and moved by Councilman Piros and seconded by Councilman Tackett. A motion to suspend the rules was made by Councilman Woofter and seconded by Councilwoman Sweeney. MAYOR - Nothing really to report except Happy New Year to everyone.

FINANCE DIRECTOR - In keeping with that, I have nothing to report this evening also.
POLICE CHIEF'S REPORT
OFFICER WESTON - No report this evening.

NO SERVICE DIRECTOR'S REPORT
MAYOR - We are starting to dig in the front yard here and that is good sign that we will be able to feed the water tower when spring comes. This is one of the two pressure reduction valves that need to go in before we can fire up the water tower.
COUNCILWOMAN SWEENEY - Where are the other ones going?
MAYOR - There is one at the south end on Mecca St. and there is one that won't be used for a while down by Loco Amigos. The pipe that used to go across the bridge had to be removed because of the bridge conditions. When we rebuild the bridge and put a new pipe in, there will be another pressure reducer there.
COUNCILMAN WOOFTER - Mayor, I see they are doing some work on the wellfield, what is going on there?
MAYOR - That is the integration of the well we dug up there with the system. Tying it in, putting in pumps and electric.
COUNCILMAN WOOFTER - Are they putting in a road?
MAYOR - Kind of a driveway.
COUNCILWOMAN PETROSKY - I would just like to hold a Communications Committee meeting at 6:00 p.m., prior to our next council meeting on Jan. 18th. so we can review website proposals.
CLERK OF COUNCIL - This is not a committee report but you asked me to setup a meeting with the Treasurer to come and speak on the Trumbull County Land Bank. I spoke with him the next day and Jan. was full but he will be here on Feb. 7th.

COUNCILMAN WOOFTER - That will be like at the end of the meeting?
CLERK OF COUNCIL - He said he will stay for the whole meeting whether we have him speak first or last. He didn't care but I will probably put him at the end.
COUNCILMAN WOOFTER - Is he doing some kind of presentation, like with slides?
CLERK OF COUNCIL - He didn't say that Jim, I don't know what his presentation be like.
PRESIDENT STOCZ - I do recall from the original letter, that the presentation will last between 15 and 20 minutes.
PRESIDENT STOCZ - Because of Martin Luther King Day being on Monday, Jan. 17th, our next council meeting will be held on Tuesday, Jan. 18th.
PRESIDENT STOCZ - Is there anyone in the audience with questions of council?
