The Parks and Recreation Board shall have general policy making, planning and administrative power over all parks, playgrounds, play fields, gymnasiums, swimming pools, indoor recreation centers, and any other lands or buildings owned by the Municipality for recreational purposes, determination of work to be performed, and items of equipment and supplies needed, subject to the appropriations of Council, and such other powers and duties as may be conferred upon it by Council not inconsistent herewith.
